One must realize thta France is not new to the idea of terrorisma and the attempt to counter the action of terrorist targetting its nation. France’s take the attempts and uses thr mistakes made by the terrorist to exploit and nuetralize the threa. It was no less the same in Algeria.
During France’s counterterrorism efforst in Algeria they made a point that the law and government would not be terrorized or compromised by terrorist. France took startegic teams and weeded out the enemy in order to make a point. The death blow to central terrorist figures in France showed that the enemy could not hide and that eventually the would be captured or killed. “The horror of these blind attacks, their frequency, the targets (young people, women, and children), and the resulting psychological impact seemed to justify use of morally reprehensible measures without real judicial controls” (Harmon, Pratt, & Gorka, 2011, p. 342). Nonetheless, the long-term resulted in other nations and citizens politically attacking the methods used against the enemy. When nations and the citizens begin to protest one’s methods then their is truly no support for the government, respect and support will be lost. “Finally, the moral reputation of the country was seriously damaged” (Harmon, Pratt, & Gorka, 2011, p. 343). One can only imagine what it was like for Franch Soldiers coming back home to the community being against the uniform and what it stood for. Moreover, if it affected the French Soldiers, their families most likely also got scrutinized.

There are different risk factors that can be hazardous to the critical infrastructure including exposure, coping capacity and susceptibility. Exposure includes risks of system failure, accidents, emergencies and organization failures; these risks are associated with floods, volcanic activities and other internal earth process that are triggered by nature. Other risk factors are as a result of susceptibility which is characterized by depending on some specialized staff, other infrastructures and environmental services; this is a risk because in case one of the factors being depended on fails it will lead to the failure of the infrastructure that depends on them, these risk factors include communication, technology and energy sources (Bach, Gupta and Birkmann (2013).

Research shows that America has identified the need to have some of its infrastructure protected by the infrastructure protection plan; this infrastructure include critical infrastructure such as the assets and the systems that are either virtual and physical that if they are destroyed they will affect the security of America in great way (NIPP, 2013). These infrastructures could include the communication systems that are used to pass security information, buildings that are used to hold security meetings, places that have the public accessing in large numbers such as bus terminals and airports and also the cyber that are used by certain groups to recruit and pass messages of threat to the people as well as pass information to terrorist groups that could be used against the state. These infrastructures can be considered as an easy target for the groups that pose great threat to the state and in case they are destroyed they can cause great damage that will affect the economic status of the status and cause mass destruction.
